(Statue of) Obsequius. To Caius Valerius Vibianus, of perfectissimus rank, governor ( praeses ) of the province of Tripolitania, a man of unique fairness, of well-minded vigour, of all virtues. On account of his then incipient and thereafter perpetual consideration towards them, the most splendid council ( ordo ) of the Lepcimagnenses, and the people have set this up to (their) patron by decree of the most splendid council.
