To the lord of Roman law, master of justice and fairness, vanquisher of the barbarian peoples, preserver of freedom, our lord Flavius Valentinianus, most powerful and most invincible ruler, forever Augustus. Flavius Maximus, of perfectissimus rank, prefect of the watch ( praefectus vigilum ), devoted to his divine spirit and majesty, [set this up].
