To the emperor Caesar Caius Valerius Diocletianus, pious, fortunate, unconquered Augustus, highest priest ( pontifex maximus ), holding tribunician power, consul for the second time, father of the fatherland, proconsul; the city ( res publica ) of Panhormus, devoted to his divine spirit and majesty, by a decree of the councillors [set this up].
