To a man most experienced in all virtues, of innate mildness and powerful by the benignity of patience, fairest moderator of judgements, priest of innocence, Magnus Asperus Flavianus, of perfectissimus rank, governor ( praeses ) of the province of Tripolitania. The people of Lepcis Magna ( Lepcimagnenses ), on account of his love bestowed on them, and the careful integrity proven toward them, set this up to their most worthy patron, as an eternal testimony of (his) fame and glory.
