To Quintus, perpetual priest of the province. Our Flavian lords Valentinian, Theodosius, Arcadius and Maximus, eternal Augusti, being safe and victorious throughout the world. On account of his service on a glorious embassy, which he undertook and completed at the solemn request of the whole province, Quintus, of laudabilis rank [and] priestly man, wishing to respond to him with a suitable reward,at the suggestion of the whole province and by decree of our city council ( ordo ), … at public expense.
